Banning legal substance poses little risk to city
Legally, the Ocean City Council is on shaky ground as it prepares to ban the sale of the hallucinogenic substance salvia. That's what City Solicitor Guy Ayres believes and there is no reason to doubt him, considering that municipal government does not have the constitutional authority to regulate the sale of drugs or alcohol.
