Don't blame schools for budgeting issues
The Worcester County Board of Education was in a damned-if-you-do, damned-if-you-don't situation as it assembled this year's budget. Because of the state requirement that school systems must spend the same amount per pupil from one year to the next, there was no way it could reduce expenditures to the level that the county wanted.
